James H. Snooks, 87, passed away on Saturday, April 10, 2021 at his residence. He was preceded in death by his parents, Otto and Mamie Snooks, and his brother, Joseph O. Snooks. Survivors include his daughter, Allison Snooks; sisters, Linda Stansfield (Richard) and Mary Exley; brother, Tommy Snooks (Debbie); and several nieces and nephews.

James ("Jimmie") was born June 1, 1933 and is an Effingham County native. He was educated in the public schools of Effingham County, Georgia, a graduate of Georgia Southern University in Statesboro, Georgia, and was a member of the Springfield United Methodist Church. Jimmie was reared on a farm and prior to entering college, in 1952, he had experience as a Farmer. From 1956 to 1964, Mr. Snooks was employed by the Chatham County Department of Public Health as a Public Health Sanitarian.

He has been a builder and developer in Effingham County, Chatham County and the Coastal Empire of Georgia since 1960. During this period, he developed Dunwoody Subdivision, James Village Subdivision, Hornkohl Subdivision, completed a portion of Larchmont Subdivision and several other developments in Savannah and Chatham County, Georgia. He has also developed Effingham Park; Country Park; Country Acres; Forest Acres; Fox Run Subdivision; Dear Run Subdivision; Maria Place Subdivision (which includes Allison Court and Rosalie Court); portions of Westwood Heights Subdivision; Pine Point Estates and other tracts in Effingham County, Georgia; and Dykes Subdivision in Liberty County, Georgia. During this period, he had built some 1,200 homes; churches; commercial buildings; and two phases of The Commons Apartments in Springfield, Georgia, a multi-family project.

Mr. Snooks was licensed as a Real Estate Broker through the Georgia Real Estate commission, and has had 61 years of experience in sales and syndication. He was a past President and member of the Home Builders Association of Savannah; past Director of the Home Builders Association of Georgia; past Chairman of the Rural Housing Committee of the Home Builders Association of Georgia; and was a past Director of the National Association of Home Builders.

He served as a member of the federal 208 Resources Advisory Committee for the Savannah-Chatham County Metropolitan Advisory Planning Commission

During 1982, Mr. Snooks was appointed by the Secretary of Agriculture, John Block, to serve as a member of the National Advisory Council on Rural Development.

Mr. Snooks has had extensive experience in the processing of projects and loans through the Federal Housing Administration and the Rural Economic and Community Development (formerly the Farmers Home Administration), United States governmental agencies.

Mr. Snooks was a limited partner in Plantation Oaks Apartments in Savannah, Georgia and was the General Partner in The Commons Apartments, Phase II Ltd, in Springfield Georgia. He has been engaged in General Real Estate and construction.

Pallbearers include: Steven Snooks, Stuart Exley, Alan Arnsdorff, Wesley Christain, Michael Christain and Bryan Christain. Honorary Pallbearers include the Chancel Choir members of the Springfield United Methodist Church.

Visitation will be from 3:30 p.m. to 4:30 p.m. Wednesday, April 14, 2021 at Springfield United Methodist Church; followed by funeral services at 4:30 p.m.

Interment service will follow in Springfield Cemetery Annex.
